I just posted a link in 'Webmaster Discussion' about some software called CuteNews. It says it works on a 'files' basis without the need for MySQL or databases.
I don't know much about it (hence my link
) but it looks like it could the job your asking about. Simple management of articles with an automated back-up/search etc.
