Default Server 'log' files - can I delete?

A client of mine is hosted with a UK company who only supply 30mb with each account. She has recently received about 10 emails telling her that she has reached her capacity.

I've checked the server and it appears that there's a folder called "logs" which has one single file about 29.3mb in size ('access_log').

What is this, and can I delete it, or reduce it? They are calling her trying to get her to upgrade her account for a rediculous fee.
