Search engine friendliness is all about Web Development best practice in my opinion. Note I say search engine friendly, not Optimisation. Optimisation is a bit more complex in that it relates to your website's content and essentially its popularity on the web.

People link to websites they like or find useful and that can have a huge impact on your success.

I would also consider what you need your website to do and what content management system will work best for your needs. Building in plain HTML often works well with search engines, but its a bit backwards to do so these days.

Your question is a bit ambiguous so I don't know if I can give you the answer you need.
