From the whois info the registered user is a sole trader, so they would have a registered business name which must somewhat represent the domain name right? Which would mean they have every right to the name, and a legit reason for having it - providing they aren't squatting.

If Irish Rugby want the name they can buy the business and the domain goes along with it.
