Simple answer - no.

You have a .com hosted in the US. redirecting the .ie makes no difference I'm afraid.

2 options:
1. host .com in Ireland
2. move site to .ie

My money would be on 2. And if you can host the .ie in Ireland also that woul dbe even better. Even though you dont have to, Google seems to be making a right bunch of geotargeting these days. Best safe than sorry.
