Default Designing CSS layouts

Is there any way at all of avoiding having to hand code all the css of a page myself?

Is there a Windows application that I can use to design the layout, and tweak it through a GUI. Does Quark Express do the job, or even Adobe InDesign?

I'm usually used of doing it myself, but doing a project with my brother which will require speed and time, and has to be done as soon as possible really. That and the fact that I hate having to fix bugs in CSS/HTML, etc. I'll have about 8 different page layouts/templates to make in Pure CSS/xHTML.

Price matters, but is insignificant in my decision. (I know people in the business )
