I believe they have hired people to manually check all Irish business .ie websites. Those who use .coms will be effected differently. I heard something like 25 million will be spent on checking. Another 80 Mil on enforcing. (Task Force 1)

Then round 2 will concentrate on the .com addresses and enforcing that. It will be a little tougher, but they will spend more money on it.
