Joomla has a couple of components that may do the trick.

J events users can post events and then published by a mod

Gig Calendar I have never used it, but I have hear some good reports about it.

careful with that joomla. I have a user on my machine with a joomla calander component. I have had to disable his site twice due to exploits!

com_extcalendar , they probally say it's secure now... but one never knows till it's exploited eh!
