to the best of my knowledge thats a no

You could however depending on what you're doing ...

have a static image .. then replace it with the gif image .. when you don't want the movement ?

if the gif ... ends ... and you want to start it again .. you could simply reload the image with javascript ?

An animated gif is a single image, so I don't see how Javascript or anything else would be able to control it
