What do people think about this, how long before browser manufacturers implement new standards like this and more importantly how long before the average Joe updates?

I'd probably say 3+ years away ...

Its still a draft ... giving the next draft will take X months to get out .. and then another and another .. then uptake in the browsers (though I'll assume that'll be a priority for them) .. I'll assume firefox will be one of the first to implement some form of it

Seems to be a LOT of red boxes still needing work so quite some time still to go for them to agree on the issues
