Default PHP: fopen() Function Error

Anyone come across this error before, i've cmod'd the log.txt file but not working still!?

I checked phpinfo() and allow_url_fopen is on both for local and master!

Got it sorted, it was two things, one was i got the path mixed up but also the cmod'in was not working right for some reason got tech support to sort it!
