For .ie domains the status "active locked" usually means one of two things:
  1. It's a new registration within the first 30 days or so
  2. It was recently transferred between IE resellers / registrars
The lock does not stop you from updating the nameservers. It just means you can't move it to another IE reseller / registrar at the billing level
