Default Transfer an EU domain name

What is the current proceedure for transferring an EU domain name?
A client is with an Irish Telecom and you have to take out a hosting accoutn to repoint the DNS to anything. Seems a bit daft. I'd rather just transfer it for her.

.eu transfers are relatively straightforward.

The new registrar requests the domain and a verification email is sent to the domain holder. The domain holder (registrant) verifies that they wish to proceed and then the transfer goes ahead...

I've done a few over the last couple of months and it hasn't been that complicated
