Senior Prospectus Regulator
The Corporate Finance Division (CFD) has been created to deal with issues of an operational and policy nature arising from the European Prospectus and Transparency directives. One of the main functions falling within the remit of CFD is the scrutiny and approval of prospectus documents and the review and processing of associated documents for compliance with the provisions of the Prospectus (Directive 2003/71/EC) Regulations 2005 (the Prospectus Regulations). The Prospectus Regulations implement the provisions of the Prospectus Directive 2003/71/EC (the Prospectus Directive) in Ireland, the purpose of which is to harmonise requirements for the drawing up, approval and distribution of the prospectus to be published when securities are offered to the public or admitted to trading on a regulated market, the objective being to ensure investor protection and market efficiency. Incumbent in this function is the interpretation, development and implementation of policy and procedures related to the scrutiny and approval process.
We are seeking to recruit Senior Prospectus Regulators within CFD. The successful applicants will contribute to a team responsible for the scrutiny and approval of prospectus documents, a critical function in ensuring that the division is in a position to effectively meet its obligations under the Prospectus Regulations.
Specific Responsibilities
• Working as part of a multidisciplinary team;
• Supervising the team responsible for the performance of the prospectus scrutiny function and associated tasks under the Prospectus Regulations;
• Development of internal procedures and processes in respect of the scrutiny of prospectus documents for compliance with the requirements of the Prospectus Regulations;
• Involvement in the development of the regulatory and supervisory regime in respect of the Prospectus Regulations;
• Involvement in the development of policy in respect of issues arising under the Prospective Directive and Prospectus Regulations;
• Involvement in the administrative sanctions process pertaining to the Prospectus Regulations;
• Dealing with industry queries in respect of the Prospectus Regulations and Prospectus Directive;
• Dealing with correspondence and queries from other securities regulators in accordance with the cooperation obligations set down in the Prospectus Regulations and Prospectus Directive;
• Drafting rules and guidance pertaining to the Prospectus Regulations;
• Training, development and supervision of staff
Although not a pre-requisite for selection, candidates with the following background or knowledge would be at an advantage:
• Ability to research, absorb, analyse and interpret highly technical information quickly; and
• Excellent oral and written communication skills, in particular the ability to relate the technical aspects of policy development and proposals to colleagues, industry and other stakeholders in a clear and concise format

Qualifications and Work Experience
Prior directly relevant experience is required. An appropriate third level qualification (Level 8 on the National Framework of Qualifications) in a discipline such as accountancy, finance or law, ideally to post-graduate or equivalent professional level, is a distinct advantage.
• A strong background in and technical knowledge of relevant domestic and EU securities legislation, in particular the Prospectus Regulations and its implementation;
• Knowledge of the review and/or preparation of prospectus documents pursuant to the Prospectus Regulations and, in particular, the prospectus disclosure requirements set out in Commission Regulation (EC) No. 809/2004;
• Knowledge of EU policy and trends in regulation related to compliance with the requirements of the Prospectus Regulations;
