You could fix the reputation threshold problem (Reduce it).

Also, maybe it's time to get a unique design? (9 ad units a page should pay for that!)

Yeah. If it was attracting a more global audience it might earn a bit more, but it would also attract loads of annoying spammers (it already does, but they're at a controllable level)
