how do you turn these feature of in vbb any ideas??

you can only see the signature links if you are logged in or have a certain amount of posts...

In vbulletin you can control it via user groups. So, for example, you could block them for users in the "guest" group if you wanted OR you could only allow signatures for members with more than X posts etc.,
You'd also need to look at user group promotions ie. what conditions you apply to move a user from one group to another
