Looks like it is a linux server but it hasn't been config'd for .php files.

They're perfectly entitled not to offer it if they don't want to... It's only another Apache module.
The client can also leave ....
These days most hosts would offer perl and php as standard.
Not offering some "funky" scripting language I could understand, but PHP or Perl?
Possibly security reasons. They may simply not have the expertise.
PHP is so ubiquitous these days every host should support them
