Assuming you use this in a targetted manner are we looking at a division of the results Adwords can generate or indeed would this start to eat into those Organic based results so there would be 3 area's competing on any search results page?

Is it for reasons of a technical nature or would Google undermine itself by allowing this form of banner advertisement. If it were onboard in terms of revenue generation why would it not simply add another tier to how it delivers results? When it started Adwords was very much hit and miss in terms of the search results you got.

That system requires a an add-on to be installed into the browser and very quick users will get fed-up with it, plus I don't think Google will allow it.
Just my opinion....
