I would have thought that Web Developers would be more 'in the know' regarding SEO than someone with a marketing degree but I suppose there are so many different shades of marketing thought in college now..

Some came from marketing course and some from IT and if you combine it you will do great in SEO, am I right?

Well - i'm sure the marketing jargon you'll pick up will help - and the IT stuff too. But not much. Really, like with most things it's results that matter - not your background.

Ability and skills is required not money, you can get free backlinks if you know how to talk to people, but I think it's up to the person on how he apply all his knowledge in SEO and Marketing together with IT anyone can do great!

Very true but if someone can cut cost on a budget then wouldnt they be the better choice? Plus, anyone who buys links is breaking the Google Guidelines so...
