Actually it is enforced and has been for sometime. We just don't see how far they go with it but you can be sure they are going to be more aggressive to solve the problem in the future.

Also, try explaining to your employer why your are buying links when Google actually frown on the practice. If its not your site you really dont want to take the risk, unless you know how to keep everything under the Google radar.

That is an excellent point. When you are under contract or working for an employer the last thing you want to do is piss off the Google gods. SEO can be much more difficult on sites you cannot risk even the slightest issue.
