Linkage can be a bit of a minefield, and I'd wager that 95% of those offering SEO services wouldn't recognise a "bad neighbourhood" or a "links scheme" if it gave them a **** j** :-)
Anyone who can't spot a link scheme shouldn't be working in design or development... never mind SEO. Off-site SEO is fairly remedial no matter how you look at it. Although it does take a fair amount of effort. At the end of the day though, it's about gaming SE's to get a ranking for the good of your company... at the cost of SE users.

Search Engine Assassin: An individual that goes through SERP's on commission of their client to 'take out' competitive links using misdirection, cloaking and link farm exploits.

Possibly a concept for the 007 book store
