Since backlinks seem to be so important these days.. Would you pay for them?

Not one penny (sorry... cent).

If a site is a good site then there should be no reason for a person to request a cash payment for a link (keyword rich or not).

Paid links are a terrible idea and completely defeat the whole premise of what the web should be... a place where people tell other people about something useful or interesting.

Paying for links is ridiculous for the sake of a "link". If there was potential of creating a potentialy lucrative revenue stream from visitors that would come from that link it would be a different story. But that's simply advertising.

Already have and probably would again, but the effectivness is kinda lost these days. About 2 years back, a well sought out link from a high PR could shoot you up the rankings.

I have paid in the past but I probably won't in future unless it is very necessary. The effectiveness is not as strong as it once was. One link which I think is essential to purchase though is a listing in Yahoo's Directory.

Does that really work?

I've considered it in the past for the business and I think I had a couple of non-business sites in there at one point (no idea if they're still there or not - must check!)

Of course I can't say for sure how much of an effect it had but there has been a sharp upturn in traffic this year so I'm sure it did no harm. I will feel confident renewing the $299 subscription next year

I think its better to use the time and money on creatng some proper content worth a natural backlink. The reason being is that eventually, the purchased link will be gone.

The only time I purchase links is for "Permenant Listings" in directories.
