I hope you don't mind my harsh opinion but first off, if somebody is teaching you how to do this stuff, they should be shot
Visually the page is awful - the colours are harsh and the graphics are blurred. It's noisy and is really difficult to interact with. Do you not use the internet yourself? do you not know what websites look like in 2010? have you ever used google? or facebook or twitter?
Look at those sites for inspiration. You need to use more subtle colours and make use of gradients, light and fonts.
I'm not a programmer or designer but even when I look at the code I can see that it's based on an 11 year old template, which might explain the ugly layout which is based on tables. This simply isn't how websites are written these days.
If this is your first iteration, you really should start again so that as you work on it and develop the site, you can be sure that it's coded correctly and will render as you wish.
