isn't that just the default phpBB3 forum skin ? or am I missing something ?

Unless you have a specific userbase in mind how are you going to be any different from the thousands of other discussion forums out there?

- Its the default skin
- Too many forums
- I've no idea what its about ... no logo ... no branding ...
- no userbase and no posts (I realise its a new forum)

2 words of advice (for free): Don't bother. Yes, you've learnt loads in setting it up, and you deserve to feel you've accomplished something. However, you have no direction, no intent, not delivered much by way of design, no incentive/focus to encourage userbase. All that'll happen, I'd wager, is that you'll end up with a forum that has an out of date install with known security issues, and end up spending your time on dealing with spam (with a few hundred posts to the forum's name).
Harsh? I don't intend it to be, but if you want a busy forum, it needs to be specific (or you need a huge number of good friends). You're not going to create a boards.ie without a whole load of effort, money and determination (and even then they are pretty much a one off because of their early-to-market attribute).

2.choose a different template or try to customize this one
3. you have very few threads. Start some interesting threads.
4. maybe you can organize some sort of contests, with prizes...
The criticism here is a bit harsh. It's very difficult to start a Forum from scratch and your effort is laudable. Perhaps asking your friends to join and set the ball rolling would be a help? If you add photos to some of the threads you will get a more positive response, I think. Visual material seems to power the web, over and above words and discussion. Looking at Fora with many posters might help you think through how to attract more traffic and posters. It's early days yet. A Forum takes time to gain momentum.
