Think I prefer the second/test one. However, the new textual content on the left side is a bit like an uncategorised link dump. I'd graphically seperate the categories/sections a bit, and use some bullet points to differentiate each link).

That, and it's not easy to see, at a glance, what is a hyperlink and what's not. There's use of colour and bold in an incosistent manner. For example, I'd expect to be able to click on Reliabilty or Choice in the heading, and also on the list in the main content "Local Services...".
