I have two domains and i wan't them each to point to the same server so that when either are typed into a browser they go the same website. For example website.ie and irishwebsite.com both go to ip.address.here.ok ...

Is this kind of action frowned upon by search engines?

The "safest" way to do it is to use a 301 redirect, though simply adding them as aliases usually works fine.. The main thing is not to promote them, as then you can get done for duplicate content

Only Google can provide a definitive answer, but the way it would seem to work is that it penalises duplicates.

If you have a look at the way scrudu was handling domain aliases the other week you'd see what I mean. A search query was returning 6 copies of the content - one for each domain alias...
