Hi all, couple of questions i'd really appreciate some help with;

If someone says something defamatory in a forum hosted in Ireland, is the owner of the site held responsible or the author?

And, if the forum was moved to say, the USA in hosting terms, would their laws then apply? (their laws seem to be alot more sensible from the little i've found out online)

The site owner would be usually held responsible. As the site owner you should remove any defamatory content.
Moving the hosting to the US won't help you, unless you move to the US as well.
