lapsed eu domain has reappeared with my site scrapped

I had a .eu domain which I let lapsed at the end of last yearin the last few months the domain has been registered and the site has reappeared which mostly looks like our main site (which the .eu had redirected to) but there is some extra links in polish in itMy main concern about this is duplicate content from a SEO point of view. What if anything can I do to get the current owner to change this site

it was an exact copy (we are in the middle of a redesign), its not an ecommerce business so there is no threat of fraud. it just seems so odd to scrape the site for no reason other than to insert links to polish sites (pill sites, yoga sites) But if you were to look at this site you'd think it was our business

If it's a ripoff of your content then it's still fraud, or at least copyright abuse etc.,
