My dads website is for his business as a management consultant. Personally I think a decent adwords campaign would be better, but he's very interested in this. I think it will cost about €1500

Does your dad speak these languages ? ... I'll take it as a no .. I'll also take it as a case that its just him in the business ...

Can he take on jobs in Japan ... can he respond to enquiries in japanese ... ?

I would research your target market first and focus on marketing in the language he will be doing business in.

Why would you market in Spanish or Chinese if all his business is in English? Focus your money in the proper links that bring in customers

I agree, you should focus your money to bring more customer in by building traffic and rank in search engine. Focus on your market and niche and use your money to build proper backlink and keyword so you can have more customers.
