    Does anyone known what it means when it says in a whois record under ip location: Provider Local Registry.

    It's part of the RIPE description for an IP entry.

    For example:

    inetnum: -
    netname: BLACKNIGHT-4
    descr: Blacknight Dedicated Hosting Network
