Setting Geographic Target on .eu?

Does anyone know offhand when Google started allowing site owners to set a geographic target for .eu domains?

It makes sense that they do, but I hadn't spotted it until today ..

They also haven't restricted it to EU countries which is kind of odd ..

As far as I know over the past 2 - 3 years Google has had the option in it's webmaster tools for all domains. Even .ie domains can be geo targeted to other countries (however using this method is only a suggestion for Google and doesn't mean definite increase in rankings for that country.)

According to this post it's been since 2007.

That's incorrect
You cannot target a .ie or any of the other main ccTLDs.
You can only do it for a select number such as .me., .tv, .co and .eu
