The website is based off the Drupal CMS. Looks nice and professional, clean , clear, well laid out. 500+ pages in the index. I would guess you'd pay 10k to design perhaps, if you need someone to put in and arrange the content, you'd be talking a few more €k's.
It's hard to say what something would cost, as there are just too many factors. How much input comes from the company, what resources to they offer to help. Also how much it costs, and how much it's worth to a business may vary a lot.
It's a nice design though, a nice example.
