I assume you are referring to Google Webmaster Tools. I don't believe there is, however you can verify the same site over multiple accounts. So unlike analytics where you can assign users and give them visibility to reports, you can't do this with Webmaster Tools.
Bit of a shame, but I guess in most cases its only really a tool that is intended for a webmaster. As oppose to the marketing team.
Still worth suggesting that Google consider the option.
creating a blank file to authenticate new users is probably the best way to do this, as you probably don't want tens of META tags showing up in your source for the authentication process...
You just let other people authenticate your sites in their console. You cant give otehr people access to your console for obvious reasons. To remove authenticated users just remove their authentication token from your site/page.
