The NNI have come out with some ludicrous stuff. The first I read about it was here McGarr Solicitors ? Its gone viral and its gone overseas. Its almost worse than when the BeebC tried to sue over its claim that it had a patent for the hyperlink.

The Irish Times has distanced itself from the "pay for links" - which is the most ludicrous part. But they and their European counterparts, especially in France and Germany want Google to pay them for, ostensibly sending them free traffic from which they make advertising revenue.
