I think it's based somewhat on
1. Fear that the "existing" powerbase / authority has shifted down from the establishment to bloggers and thinkers outside of the regular thought leaders
2. Fear, somewhat, over libel and so on
3. The "protecting other innovations" excuse is just laugh from a pro-communist country. Germany and France's answer to Google in 2000 was a "State-funded" European search engine that functioned in German and French.... which is a dangerous and confused answer to open market innovation.
